Receipt printing from Android

I am looking for someone who can help me (or make a small app) to print receipts from my custom web app to a receipt printer. It can be as simple as forwarding a raw stream of serial data to the printer (I can then handle all the Esc/Pos commands myself).

The android tablet has a USB port where the printer can be connected to. The printer can be chosen according to what works best (though I'd prefer Epson TM-70).

I can imagine to achieve this in the following way (but I have no android experience, so that's why I ask for your help)
Build an android app with the sole purpose of forwarding raw data to the printer. For input it listens on localhost (would that even work on android?) or an external (push/websocket?) server that can be specified. (I can take care of the server part if need be).
