Try  to lifting the limitation on resolution centre. If your account is still limited, you have to contact customer service.
I thought no one can do that except the account holder.

the problem is both are on fake name becease iam using paypal in Pakistan ...so they are asking for address proof which i do not have ,so any one i can pay fee.pleaseeeeeeeeeeeeeeeeeeeeee

i had a limited access paypal account like 10 years ago. i never sent in any info like they asked because i was lazy at the time. about 6-12 months later i got a check from paypal. so i don't think they'll just keep the money since it's not theirs. assuming the funds are valid, they'll likely just close the account and send you your money. i am from the usa, not sure if that matters.

well if you used different names you cant do anything,  if you do nothing from the start of the limitation you will get access to your funds within 180 Days
