Even friends and family paypal payments can be charged back. If you claim that your account was hacked and PP believes you then the payment will be reversed

Why the heck would I do that? Is there any way to make sure that the guy I'm trading with is 100% safe?

Just trying to help you out here. Since you have little to no trade history here, not many legit sellers will sell to you for paypal. You will however get a bunch of offers from scammers. They will ask you to send first, deny escrow or stop responding when you mention escrow. Once you send the paypal funds first they usually delay, make up excuses why they can't send the BTC and then eventually ignore you or log off and hop onto their next account.

You'll find it very hard to buy with paypal here unless you been around for awhile. You might want to think about other payment methods.

BTW, you can chargeback when sending to friends and family.
