Technically it is, but I don't know how you expect to catch them. Bitcoin is irreversible and untracable*; while that has many advantages, it also makes it VERY easy for a scam to operate. You should always remember, "If it looks too good to be true, it probably is." Sending bitcoin to a random website is like handing over cash to a stranger; not like running an online credit card transaction.

* Yes, I realise this is not completely true, but you get the point.

If some stranger in the street came up to you and asked for $200 from you with a promise of giving you $20,000 later would you seriously believe that and give it to them? If not then why do it online with BTC.
