http://bitsend.rowit.co.uk/ does not appear to be working right now. For anyone who is using an offline wallet other than electrum this appears to be a significant problem. I am not aware of any alternatives that allow one to propagate a signed offline transaction. Obviously one could enter their private key on MTGOX but that would involve compromising the key.

What alternative methods could a non-programmer employ to propagate a transaction to the network currently?

If anyone else has this problem it appears blockchain.info has a tool for it too. They require a fee paid to them to be in the transaction though:
