No.They've banned several gambling apps which didn't exactly look like gambling but they knew the underlying concept behind it.Take that FlappyBird bitcoin game as an example.You can alternatively,market the game online and have the apk downloaded via your official site incase you are diligent worker and believe it will be a success.

If your app/game is good you don't need Google Play.
You can just give an APK download link and that's it..People will download it if its cool.
