You forgot the custom fee you need to pay extra by importing them into the most countries. Custom fee on cigarettes is usually very high, so the cheaper buying price is equalized.

It might be a problem, due to packaging. The warning on the pack must be right otherwise the FDA will not allow it into the US past customs.
