Sorry if this is dumb, but I can't find the settings for profile pics anywhere... Does it even exist for Jr. members? If so what level do I need to be to have a profile pic?

Jr.Member are not allowed. Full member and above have this option.

Request to lock the thread:

I think you can Now lock your thread by going to Edit OP And Additional Options... and click on the lock thread. and save it  Grin in case if you dont know about this. Because here you will lots of posts after that with the same things but different words you know why  Wink, Answer provided by above member @irfan_pak10 is right, and he provided all the detail.
