A new altcoin, it always shows out of sync, whether I must mine first? I set the node ip in the source code hard coded.

You don´t have to mine to get your wallet sync. You have to wait. Wallet must download blockchain.
If you have altcoin wallet and it doesn´t sync. You have to add nodes into the wallet´s conf file.

Someone has to mine to advance the blockchain? I don't think the client can sync if the blockchain is not advancing.
