I was wondering how much a dev would charge to change a coin from POW to POS and roughly how long this would take?

Depends on many factors.

For a pure Pow coin it is a decision whether to incorporate
PoS code in the existing source, or if it is more expedient
to migrate to a new codebase that supports both PoS and
the PoW algo.

Peercoin-style transactions also have
a timestamp field, which does not appear in standard PoW
transactions, and this has to be dealt with.

We did that not long ago with FAIL, but we used completely different source and we made swap.
I think the OP want existing coint to be forked, which is far more complicated and can cause troubles.

P.S. I can connect you with EmpoEx guys for the swap, but believe me.. you don't know what you are dealing it. Your chance for revival (or whatever) of your coin is 0.00001%.

I would like to see how it would be done purely from a technical point of view but a direct swap is much easier.
