BTC in Turkey

I apologize for not knowing Turkish.

I was wondering if Turkish banks allow transfer to BTC exchanges without problems? Like Bitstamp or BTCTurk.

Also, where is best (cheapest) in Istanbul to look for some mining hardware. Antminer or GPU cards.
