It hasn't made it into github.com/bitcoin/bips yet, as far as I can tell.

However, it has a pull request open and under discussion: https://github.com/bitcoin/bitcoin/pull/6451
I have recently become active again after a long period of inactivity. Cryptographic proof that my account has not been compromised is available.
