I never used Localbitcoins before however you maybe used Tor IP or something , if yes then try to use normal browser to visit the website with your regular IP , if not then try to use a VPN to change your IP once again , that should make you able to visit it once again .

contact their support for more information. posting here will not solve your problem. if you try to login through your banned IP you might get your account locked.

I don't even understand why would that happen if have done nothing wrong. or have you? if they consider you account to be suspected of strange activity or scam or something like that...

if it's just IP problem then better open your account somewhere else or if you can,then contact the support of localbitcoins..I bet they can help better then any of us here
