I apologize if the question is already answered or stupid but I struggle to find the answer myself.

At this point, today, is it possible to deploy smart contract which can initialize Bitcoin transaction and if so on what platform?
If not when is expected to be possible and again on what platform?

As far as I understood Ethereum can do it only for Ethers, Counterparty for XCP, they both are far from ready for production and I am asking for BTC.

I believe that smart contracts are currently possible with Bitcoin through using p2sh addresses and the locktime field in transactions. The upcoming soft fork to enable OP_CHECKLOCKTIMEVERIFY will also help to facilitate this as well as the proposed OP_CHECKSEQUENCEVERIFY.
