I think there is a misunderstanding with both of you:
For DeveloperAPK: it is stated in the OP that you have to provide your price that if you are already working on that service then you will have your price for that. A profession designer have their own pricing structure for their job.
For HardyGoodsLtd: It is possible that he asked for your budget as many professional often ask for the budget from the person who need the service.

there is no mis understanding, OP makes the rules, here I asked for your price, meaning I wanted to know if your on the clock (hourly wage) or do you have a base charge for a particular .img/gif/bmp etc.., after searching here there are many graphic developers that put prices up as a guide with their work, so a buyer can see what sort of quality he will get for a pay structure, but this is a world forum, It must not be true for where ever you are, you must agree to a custom car and then find out what the bill is :-)
