Sure there's a lot of trash out there, but this guy is a nutjob by ignoring that much people, just to think the effort it took to ignore that much people is way more annoying than just ignoring the posts you don't like. Statistically a lot of people is being ignored thanks to that list that are posting decent stuff. Also it doesn't take into account people get better, overtime they learn and start posting more sound stuff.

I ignore more users than he does, and while it is annoying to manage such a huge list, reading their posts is even more annoying. I don't ignore users based on their signatures, only the content of their posts, yet there's still a huge overlap between my list and Danny's. What does that tell you?
