How can I get the bitcoins from an old bitcoin account?  or import the balance to my new bitcoin wallet.

If you still can run the Bitcoin client that you had been using then the easiest way would be to simply send your balance (perhaps divided up into chunks) to addresses you have created in the new wallet (with the newer Bitcoin client).

Be sure to make the first such transfer a small amount just to check that it works properly.

I do not have access the app I was using original I just have the address.   Also is there a way to check the balance?

Was the old app the bitcoin client? And if yes did you backup the wallet before losing access?
