blockexplorer testnet seems somewhat stuck long ago!
there is a testnet faucet: tpfaucet.appspot.com

Yes, connect to the node listed on the tpfaucet.appspot.com site, and/or have irc=1 so that you have a chance of finding other testnet3 nodes. Blockexplorer testnet seems to have been broken for quite some time.
