Hello.

I need a wallet service which allows exchange Bitcoins to USD (not exchange but online wallet because I dont want pay high fee's) and withdraw them to USD bank account via SEPA transfer.

Also are you know online service which allows to transfer dollars from mastercard to bank account? I want charge USD from my debit card and send them to another banks usd account.

You can try https://spectrocoin.com for USD exchange, there is also SEPA transfer. However SEPA in general only works with EUR, so SEPA USD transfer is something impossible.
