What is a partial node? A pruned node or a light client/SPV node? In the case of a pruned node, it will still help as pruned nodes still verify every block and every transaction it receives and still relays those. It just doesn't store the blockchain on the disk. Light clients and SPV nodes don't help as they don't relay anything and don't verify anything. Full nodes are the best as they maintain the entire blockchain and can serve it if needed.
