From my understanding of the law in the USA, unless specifically classified as restricted in the federal or state governments, research chemicals remain in a fairly solid legal status. However if law enforcement for any reason really wanted you in a cage, they could charge you under the analogs act which makes anything which has similar effects to a classified substance illegal. This of course is not as easy to prosecute as most straight forward drug cases. So basically in short this is a legal grey area, while not technically illegal, you could potentially still be charged, especially for distribution. I believe that most law enforcement agents have better things to do IMO. I am not a lawyer. None of this should be interpreted as legal advice.
