I am looking for virtual debit card provider that allows to load the card using bitcoin and then if possible also allow to unload the card and withraw back bitcoin in case card doesn't work on required website. Is there any such service?

Have a look at the e-coin bitcoin virtual debit card is known also as wirex, and check also the uquid, Im not sure which one offers unloading the card but can be that both offers this.

Make sure you select a well established one. Any old prick can issue visa and mastercards. They don't seem to care who they hand them out to. It's a very easy way for someone to nick your coins.

If you're looking for a card that supports India, you should check out Bitpay. As far as I know, it works there. The card can be used to pay for any online shop as well as any retailer that accepts visa, it can also be used in any atm. 10$ for the card, no transaction fee when used to pay in US otherwise they charge 3% for currency conversion. Also There is a $2.00 fee for ATM or cash-back withdrawals inside the US and a $3.00 fee for any ATM or cash-back withdrawals outside of the country. here https://bitpay.com/visa/faq

Spectrocoin allows the unloading of a card back into bitcoins, but Spectrocoin has a scam accusation against them so becareful. Link here: https://bitcointalk.org/index.php?topic=1586595.0. There's also uquid but they don't have an unloading option that I know of.

i only know two website that maybe you looking for. there are unichange.me and bitplastic.com but i don't know about their service because i don't use them both and i only have account on there and not trying to use their service because i don't need yet. i know that both website from what i found when i browsing with search engine. maybe other member know about them.

Has e-coin lunched its virtual debit card? I registered with them a while back and read that they are still testing the waters or something like that. Cryptopay might be a safe, low-fee option for your needs.

You can try e-coin card, they provide virtual and physical cards and you can load this cards with bitcoin directly from your wallet , and unload it to too for your e-coin wallet

The spectrocoin cards are working well, you can try Xapo or e-coin cards too, all of them are supporting bitcoin for deposit and withdraw
