Why are some bitcointalk links not green when hovered over?

I just noticed this after reading Theymos' post about making all bitcointalk links green when hovered over by mouse.

If you go onto the main page (https://bitcointalk.org/index.php), and hover over one of the names of the mods, there's no green change.

Only links in user-provided text such as posts, PMs, and signatures have the green links. I thought that it might be annoying for "UI links" to do the green hover thing.
