I want to limit the noise from GPU mining which means limiting the GPU usage.
GUI miner built in limitations do not work properly. I set the -s flag carefully to lower it to ~50MH/s and a few hours later I come back and its down to 2MH/s
Is there a good way to cap GPU usage?

Just set the frequency of you GPU to lower value and fan to automatic.

Thank you, this does allow more control but I was hoping for a way to cap it by % usage or even better, temperature.
Also the minimum I can set it (via the AMD catalyst control panel) is not low enough when running full blast. Default is 800MHz and I can only reduce it to 500.

Use CGMiner for the finer controls.
