Can someone explain why some blocks can take 4-6 hours and others 15 minutes?

There is a random element to mining.  Take three six sided dice.  Tell me how many throws it will take to roll an "18".  You can't.  You can tell me that on average you will roll an 18 once in 216 attempts (6^3), but you could roll an 18 on your first try and you could also makes 2,000 attempts without rolling a single 18.
