I just tried to post in

The last posting from your IP was less than 64 seconds ago. Please try again later. but this was my first post in the last few days... and I am not using any proxy, or tor, or vpn. Anyone have any idea 1) why this is happening or 2) why how long ago I posted from this IP even matters... how long do I need to wait between postings?
