Of course there is such thing which exist . If you know at the time of payment for government forms in india , students pay automatically and you have to do nothing . I think it needs a collaboration with the bank payment system and you might have to register yourself with the merchant .

Accepting Bitcoins ? you could try BitPay or Coinbase APIs they do the needed work.

most of website which accept bitcoin use bitpay for their gateway to payment processor,when your client sending the exact amount to the new generated address shown by bitpay,it'll automatically give a notice that bitcoin has been received even after 1 confirmation,but it's automatic at all
