I am new here :-) I been searching online and cant find clear answers. If an ICO is formed in the USA, can people from China invest. The ICO will be based in the USA and the tokens will be as a utility. Can the ICO company any people from China to buy? Any links would behelpful, thank you very much in advance.
My concern is for the company, can they accept transactions from Chinese Residents/Citizens?

I believe they will. As long as you can provide the needed requirement such KYC or AML.

It depends on the ICO project you're involved in. Because China has banned the ICO, there are a lot of ICO project banned Chinese people to participate in, and an American ICO project, it's likely registered in Switzerland or the Singapore to ICO friendly countries, then may accept the Chinese participation.

That's the best part of ICOs, people from all over the world can invest without any big issues. Of course, some ICOs have restrictions for USA or Chinese citizens, but that's another story.

i usually see that icos does not welcome investors from usa, china, singapore.. you should ask this question to the team in which you are going to invest..

I think most of the time it's ok,Although China has banned ICO, many ICO projects still do not prohibit Chinese participation, and I don't know why, it seems that China's ban is not strict.

there're 2 possibilities that will happen; Yes and No, Usually people can invest their money into it as long as you/others meet their requirements. such as KYC and others. (based on my experience,none of them prohibiting people from china to invest) in other words,it's all depend on the project itself. even though china banned cryptocurrency and ICOs,people still can do something to invest their money to cryptocurrency. plus we need to know what is their(goverments) statement regarding this,

I just wonder what happened to US based ICOs, after the recent ban form government. In this moment, I would be very careful before to put my money in something that can be declared illegal in any moment.

It all depend on the team, recently it doesn't matter if you are US, CHina and Canada citizens most of these new ICOs we not accept you into their ICO so you need to buy on the exchange, I think some people forget that attimes you can get good value for some good projects on exchanges

Usually, nobody refuses money, regardless of where they come from (as latin people said, "pecunia non olet"). And of course, normally there wouldn't be any problem about money source. But in this case everybody is so scared about the next government decisions, that can destroy a business making it illegal, that nothing is sure. Best check the law with a REAL expert before to take any decision.

The laws in this area change every day, so it is not surprising that nowhere is there a clear answer to this question. It seems to me if the ICO does not violate the rules of these countries, then investors from China can easily invest in the project

Well, we need to define what "legally" means. Some countries are banning ICO, so I understand that can be some kind of blocks. But with a little creativity, it is quite simple to bypass this blocks in a perfectly "legal" way. Of course, you need a very good lawyer.
