Is there anything wrong that this transaction fee is so high? The fee is 13.2BTC

tl;dr:
it was probably a raw transaction, and whoever crafted this transaction did not spend all the inputs. (any remaining input is considered as a "fee")
It is pitch black. You are likely to be eaten by a grue.
