I don't have any hard data, but it seems to me that the biggest times are usually US mornings.  Of course, that's just a generalization and volumes can pick at any time.

recent peak transaction volumes, times are taken from bitcoincharts, I think they are UTC:

24 jan, 6-9 pm
2 feb, 6-8 am
14 feb, 12-4 am
17 feb, 5-9 pm
19 feb, 2-5 am

I am not seeing much of a pattern here.

asia and russia noon times are either buying or nothing. europe is usually up and the us is either up or down - in two waves (east and then west)
