How do you calculate potential activities?

Potential activity= number of activity periods(14days ,resets every 2 tuesdays) you post in.
For example if I post on 1 activity period I have a potential activity of 14  which, even if I had only posted 1 post in the activity period, I can "claim" later without waiting extra for it.Which means , if you have a potential activity of 42 and have only 3 posts, you can reach 42 activity if you post enough, i.e 42+ posts.
