Can't Access Account

It was hacked before so I got it recovered, then after i got all access I wanted to see if I could recover by security question..

I tried checking it out and now i'm banned

I tried to check out the security question feature to try change passwords to see if it work.. and not it shows "Sorry MAsterV, you are banned from using this forum! Using the security question will lock your account (source here). Once your account gets locked you'll have to send a message to that email address and pray that your account gets unlocked fast (it takes long sometimes).

I don't know why this 'using security question will lock your account' feature is still present and rampant on bitcointalk. Shouldn't it be disabled long time ago?
I mean it is a known bug. So my question is: it is so hard to fix, disable or it is kept only to made people lose access to their accounts or something?
