Do I have to upgrade to .13 ... I probably won't, just wondering what will happen.

Nope. I'd recommend coming up to 12.1 though, 0.10.x is very sluggish checking the blockchain (and verfiying sigs) on startup, 0.12 performs most routine tasks quicker. Also, I don't believe 10.3 was ever released, so I don't think you have Low-S enforcement (i.e. the malleation "attack" would still work on transactions sent using 10.2).

When 13.1 and 12.2 are available, you need to look a little closer. 10.x will still function, but it's not operating with all the new rules in place for SegWit (once that fork activates, likely a couple of months after release). The benefits are a little more tangible, as your transactions will benefit from the fee discount.

Oh, and assuming you're looking to go a conservative route, 12.2 is the better option to take advantage of SegWit conservatively. The changes from 12.1 are SegWit + minor changes, so it's safer than 0.13.1 (which is currently intended to be more revamped than 12.2, major release of course)
