I think debit card why because if u put credit card if u register site using ur PayPal chance to have credit because there are many cases that register online after that the credit card have credit but not the owner credit

What the people here don't know your not allowed ?
They have known since 2012 latest and yet it is still permitted.

I wonder if you can get charged for willingly breaking Paypal's TOS on purpose ?

There are lots of sites to get virtual card. Best one and most commonly used  is Entropay
But you can also use small value credit or debit card to get your paypal account verified and later on get the card cancelled or reissued from bank .
Have been using paypal for years . But paypal never deducted amount from my card. So even if your card is stored there it should not be problem
