it would be better if you have collateral which has 120% more value than your loan amount. Doesn't matter with 10 btc or 0.002 btc, mostly you can't get loan if you don't have any collateral.

I think you need a valid collateral for a newbie account, but why would anyone need to loan $0.60 cents?

I am not sure why you are looking for such a small loan.  You could get this amount from faucets or small tasks in the services area of this forum.  Are you willing to work for this instead  If so you might want to check there, for this is a lending selection and the rules are NO COLLATERAL - NO LOAN>
