They did release the video of what started this all.
It looks like the guy was in a parking lot smoking weed and was just sitting in his car.
Got scared and the police opened fire when he was obeying with what they were saying and was walking backwards with his had his back turned to them. Then the video cut.
It looks like the police had something to hide with them editing the video perhaps.
