i sent some btc to a wallet and they wont show up. https://blockexplorer.com/address/3CeCvH3mMxW2Lkeumi7Mm5YthJtB3hi6QZ it says "confirmed" but i dont know if that means the transaction has happened, because if it does, it hasnt and my wallet is empty. and i sent it to the correct address because i copied the receiving address and did ctrl+f and it showed an exact match.

please, please help i have no clue what to do and i need the btc right now. im fairly new to using btc so i dont know what many terms mean so please explain what you mean by them if you use any. only started using btc in march.

What wallet software are you using to receive the Bitcoin? Is it fully synced?

It looks like you are using a multisig wallet, which for a newbie is unlikely to happen unless you are sending to a web wallet or an exchange. If you are sending to a web wallet or exchange, contact the support for that service since there is nothing that we can do here.

Confirmed means that the transaction has happened and is in the blockchain.

A site, such as Coinbase or Xapo, does not credit your account until there has been a sufficient number of confirmations. You now have 8 confirmations so you should ask them what's going on if they haven't credited your account by now.

Once you send bitcoins to an address, the only way to get them back is to ask the owner of the address to send them back.

What website do you usually use?

If you sent the Bitcoin to a scam site, then nothing can be done and the Bitcoin is lost. Bitcoin transactions are irreversible.

How did you find the scam site? Did you google the website and click the first link? If so, that first link was probably an ad, and it is known that a lot of scammers have been attempting to scam people by placing ads to their scam sites that appear on google search results. These scams need to be reported ASAP.

You may want to contact support and wait 24 hours before calling the website a scam.

The fact that a thief has not stolen your money in the past is not proof that they are not a thief, nor is it proof that they will not steal your money in the future.
