I have changed my request from .03 to .01BTC -- figuring I would ask for a smaller amount since everyone thinks my account was compromised or what have you. I'm just trying to re-build my account up so I can work my way up to larger PayPal transactions.

This is fine I suppose, I know you are taking the risk because I can rescind my transaction through Paypal. I assure you I'm the original account holder, my name is a staple on many other websites (notably Reddit).
