Is personal responsibility the biggest factor in poverty?

Of course, it is from personal responsibility and duty that such a terrible curse as poverty arises.  If a person is personally deprived of various facilities of education and if he is not able to make himself a worthy citizen then surely that citizen is responsible for this situation.  That citizen will not be able to participate in the welfare of the country because to participate in the welfare of the country he must be well educated whereas a citizen is personally deprived of being well educated himself.  So I think a citizen is totally personally responsible for creating poverty.
