Where do you draw the line between what is a scammer and not?

So I just read this on IRC:

(I changed the address; it obviously was a valid one)

And I have read other threads on here that "have the same humour".

When is a scammer a scammer? When he is actually running with the money you sent him, or when he initially posts it, like the above?

Or are they just jokers?

I suggest you analyze the blockchain to determine whether that address is actually sending back that return at 99% odds and not 80% :-P

If the person running that scam operation wants to appear legit, they'll use coin-control and send returns from the same address so anyone can go to blockchaininfo and determine if it's a scam or not.
