Hi there!

I'm looking for an experiment. Supuse i got 100 pails with water draining in my garage, and each one gots an electronic device that measure water level over the time, and needs to report all the information to a Blockchain to know how many water, in whick pail and when the water drains trustly...

Supuse that i got an horrible internet conection, what sometimes works and sometimes not...

How can i recollect all the information, and send it to the blockchain when internet connection is available? It's possible, and trustly?

You need something like a proxy computer with it's own database for caching the data during internet outages.
As it's unlikely that your garage has an internet connection and your home wifi maybe too far away, you should have a look at the zigbee standard. It's used in a lot of home automation equipment (e.g. philips hue) and the devices forward the transmitted data from one to another, expanding the network reach. You can connect the sensors in your pails to this zigbee network and put a receiver in the proxy computer, which is connected to the internet by wire.
