Anyone know how long it takes before you are givin a chance to make a reddit channel?

Is it like here for noobs 5 hours and a certain amount of posts?

As far as I know, anyone who's logged in on reddit can create a sub-reddit and there's no "probation" period you need to serve first.

You would think? My other reddit accounts show to the right "create your own reddit"  then this new account I have doesn't provide that?
