Can I use paypal to protect myself from fraud? If, hypothetically, I purchased someone's pre-ordered miner using paypal and then they failed to ship it to me...could I use a chargeback to get my money back?

I don't see why not--that's one of the features of PayPal.

Paypal you have 90 days to get your money back, after 90 days you're screwed.

Hypothetically, if you buy today, they get shipped tomorrow, whats to stop them from mining it for 80 days?

PayPal generally sides with buyers so you have a lot of protection going into this deal.

Word of advice...

Use a credit card attached to your account instead of you PayPal balance, if possible. If PayPal does not want to be helpful simply file a dispute with your credit card company. They will chump PayPal into doing what you request.

Paypal has 90 Days, But...

But depending on your Credit Card issuer charge-backs can be up to 120-180 days.

File a charge-back with your credit card company not Paypal  Grin

Yea, i can only suggest you to rather rely on the chargeback on the creditcard instead of Paypal.
