if your ISP provide you dynamic IP address, likely the previous IP owner do some bad thing or his computer is compromised as a botnet which get banned from other sites.
If this is the case, reset your internet box and get a new IP will solve this issue.

That's an IPv6 but where did this show to you? Support cant help for these cases.
