We have been given so many deadlines as to when the bitcoin-central service would be back up and running. According to their latest post they should have come back online yesterday, This too me looks suspect and they seem to be buying time, but buying time for what!!!

I completely agree.
I don't understand why it is taking so long, after all, only instawallet was hacked.
Why keep a not hacked service offline for this long and lie about deadlines..

Do not be deceived!

It is back online, and the trade is working, but you can not withdraw any bitcoins!

In the worst case, they already stole the balances that were already on the site, and now are accepting new deposits, so they could steal more.

There should be a big warning on the website, that only the trade is working, but not withdrawals, but there is no such warning, only in their announcement they say:
"BTC withdraws will be processed manually for the next couple of days until we switch back to immediate automatic withdraws.
This temporary restriction is meant to allow careful monitoring of our operations in the initial phase of the recovery."

However, my withdrawal has been pending for ~48 hours now, so they are NOT processing withdrawals at all.

IMHO the information about this should be announced by the administrators of this forum publicly, because now many people may start using bitcoin-central again, and deposit money there, without realizing that they may not be able to withdraw anything.

UPDATE:
My withdrawal finally got completed (after more than 48 hours), but now bitcoin-central is down again.
I still had some funds there which I was not yet able to withdraw.
