It's probably legit as It got released in Bitcoin.org and the Github reposity (always signed and verified by Wladimir J. van der Laan ) but It's an RC (Release candidate) so I don't really think It's recommended to use it , It's better to wait for the final release.

It's the release candidate, not the final version. Yes, this is legit and is just a minor version with bug fixes. 0.14.0 should be around the corner as well.
