Nobody will sell you a legit AWS account with decent limits for $5, not even close. You will only waste money on all kinds of little scammers that will all just try to steal your $5.

Well then maybe stop using some fake cards and instead use your real card issued by the bank where you have your bank account, use your real phone number and your real name and address, and connect from your real computer located at your address. Then your account will never end up in "on hold" unless you try to scam Amazon or violate their terms and conditions.
