But Ill start with a low budget option:
LGA 775 motherboard with as many pci-e slots ye can find. CPU's for this socket ye can get for under 10 bucks, and 2gb of RAM is about the same.
If ye can find, them 5850 / 5870 / 5970 ati's seem to be best bang for buck, but 7900 series are goodies too. You can compare your local prices with hashrates here to get an idea of $/hashrate from here:
