OK, I understand for true safety you'd take a computer that has never been / never will go
online, and put your coins on it so it can't ever get hacked.

But how do you get the blockchain onto it in the first place?

or create a new partition on you pc with linux and use a wallet like Multibit or Electrum (both dont need to download all blocks).
boot that partition when you need to use your wallet
