This might help:
The NORFED Silver Certificates were privately issued "currency". Technically, these would be deeds of title as the certificate transfers title to a specified amount of silver to the bearer. Since NORFED is now defunct and their assets seized by the federal government, these certificates hold purely collectible value only.
I should add that PCGS did, in fact, previously grade and "authenticate" these certificates. These "graded" specimens do seem to carry quite a collectible premium to them.
